If it had been a wild dog or a mountain lion or such he would have been slapped with fine or maybe not even that. Pet owners need to accept the responsibilities that come with having pets, not everyone has to bow down to their animals and allow them to destroy the environment just because is someones pet. This goes for the people who also allow their dogs to run around on a 26 retractable leash. I have been shopping many times at petsmart or in a park and these people just let the dog run to end of the leash and pay no attention or care who the animal approaches or what it does and then uses they excuse but he was on the leash when something bad happens.
