It is literally out of the way in a deep ravine separated from traffic, homes, people and other potential hazards. Dogs run and play freely, learning social skills and getting exercise they cant get anywhere else. There are teenagers playing on a makeshift biking area full of moguls, runners run with their dogs, and parents bring children to see the dogs play.
