If I had a yard Id foster an animal to ease overcrowding; the council should look into that. A lot of shelters here in the USA have a foster program to relieve overcrowding in their kennels; it also helps to socialize difficult or shy animals. Once I move to a place with a yard (later this summer), I will be applying to foster a dog. I would like to commend Animal Control for the way they handled this situation. Some might put the welfare of a dog above the price of a human life, but I think these guys had their priorities right. I agree that the owners should be prosecuted and the property owner should have enough info to give authorities so they can find them. I run a business and people are bad about dumping animals and I have always been able to count on Animal Control when I called them. You failed to ask what time of day they called Animal Control. They fact that the dog was tied and had some food gave them a little more time to respond. I dont believe that there are any domesticated dogs that are "vicious by nature". Aggression isnt bred, it is taught through abuse or is a result of a neurological impairment. Bait dogs wont fight back the way they want them to, that is why they are bait dogs. Although there is no way of determining for sure if lingering trauma might cause some latent behavior problems in the future, it seems logical that this particular dog has been temperament tested and deemed worthy of rescue. A cute little mill dog purchased at a pet store might have similar issues. As mentioned previously, it is NOT the breed that is the problem. Animals should be considered our companions, not commodities or status symbols. The dog was, in fact, at the shelter, having been picked up early in the morning on the July 1 as a stray. Because the dog was not wearing any identification and was not microchipped, there was no way to notify the owner that he had been picked up. Staff could not assist the family when they called other than to advise them to come in after the long holiday. July Fourth is the busiest and longest weekend of the year for the shelter because of animals being frightened by fireworks. While this whole case is unfortunate and unlawful and clearly the people need to be caught there are a number of issues in High Park that should be mentioned. It feels like at least 1/2 the park is off-leash area - is this park primarily for enjoyment of people or dogs All too often owners of what they feel are "well trained" dogs have dogs off leash in clearly posted leashed areas. Second, Ive seen people barked at, jumped on by dogs that have been in water/mud, etc. in High Park. Ive seen children and parents who walk in the walking paved paths approached by off-leash pets who run up and want to lick them, play with them, or maybe bite them - you never know.
